Charter Member is defined by the by-laws as follows:

CHARTER MEMBERSHIP:
The charter members of the Association shall consist of those persons who,
prior to December 31, 1976, signified their intention to join the
Association as charter members and whose membership applications were
subsequently approved by the Board of Directors.
